Role and Responsibilities: (This is a hybrid role which will require 2-3 days/week on-site in the National Capital Region)
Provide analytical, acquisition development, and procurement management support. Support product/program reviews, working groups, events, and other activities. Assist Government staff with the development of Acquisition Requirements Packages (ARPs) to include Market Research, Performance Work Statements, Contract Data Requirements Lists, Service Contract Approval Requests and Justification and Approval memorandums. Assist with the preparation of briefs and status updates on contracting activities to include quarterly Contract Management Review Boards, Contract Strategy approvals, and notifications to Senior Leadership of key contract activities to include release of Request for Proposal or Quote or Award of a contract action. Input of contract artifacts into the Army Contracting Command's Paperless Contract File within the Virtual Contracting Environment. Provide advice in areas of planning, contractual strategy, and execution of acquisition programs. Review, evaluate, and provide advice concerning compliance with acquisition policies and procedures for the acquisition of commercial items, support services, grants, and other transactions. Write white papers, information papers, and position papers and prepare oral presentations of findings. Conduct administrative reviews to assure compliance with policies, procedures, and regulations, pertaining to funds management, reasonableness of price, negotiation, formal source selections, contract disputes and use of socioeconomic programs. Initiate, develop, and recommend contracting policies, procedures, guidance, and control.
Required Skills:
Experience in DoD Acquisition, working procurement actions in a project management or contracting office. Working knowledge of the FAR, DoD FAR Supplement (DFARS), and the Army FAR Supplement (AFARS).
Minimum: Bachelor's Degree; 10 years of relevant experience in DoD systems acquisition
Preferred: DAWIA Practitioner Level Certification in Program Management or Professional Level Certification in Contracting
