Certification: Project Management Professional (PMP)

The Program Manager shall have, at a minimum, the following qualifications and experience:

• Five years of experience in training, force structure documentation, and personnel management systems and processes.
• Five years of experience in managing complex projects involving computer program development and maintenance, and the demonstrated ability to manage project cost, schedule, and performance.
• Five years of experience in establishing and administering a Quality Control program to ensure services conform to contract requirements and applicable Government standards.
• Project Management Professional (PMP) certification.
• Demonstrated knowledge and five years of experience in planning, directing, and managing complex IT projects and operations involving a similar size, scope, and magnitude of effort as this PWS requires.
• Five years of experience successfully managing and supervising employees in various labor categories and with various skills in projects involving a similar size, scope, and magnitude of effort as this PWS requires.
• Demonstrated knowledge and five years of experience managing task compliance with industry accepted Government and civilian and user standards.
• Demonstrated knowledge of configuration management and quality assurance concepts and guidelines, such as AGILE, Information Technology Infrastructure Library (ITIL), and Software Engineering Institute (SEI) Capability Maturity Model Integration (CMMI), and Project Management Body of Knowledge (PMBOK).
• Demonstrated knowledge of mainframe and enterprise applications.
• Demonstrated knowledge of network design and operations.
• Demonstrated knowledge of network security.
• Demonstrated knowledge of Help Desk support and operations.
• Demonstrated knowledge of networking and network-based software applications.
• Demonstrated knowledge of overall DoD contracts administration.
